Controlling Agency refers to the organization responsible for managing and directing air traffic within a specific airspace. The Controlling Agency is responsible for ensuring the safe and efficient flow of air traffic, and for providing pilots with information and instructions to help them navigate through the airspace. The Controlling Agency may be a government agency, such as the Federal aviation administration (FAA) in the United States, or a private organization contracted by the government to provide air traffic control services. The Controlling Agency is responsible for monitoring and directing all aircraft within its airspace, and for coordinating with other Controlling Agencies to ensure the safe and efficient flow of air traffic between different regions.
